The State Department has deployed a Disaster Assistance Response Team to address the recent Ebola outbreak, per a department official. The initial members of the team are now en route to Kinshasa and Kampala.

Secretary Rubio stopped by the State Dept press area to speak to reporters this AM, saying he had been in the media center of the building to record a video about foreign policy in Spanish to be released later. He also addressed the Ebola outbreak, saying he was “concerned” about it and lamented the delay in detecting the virus.

The State Department says it will hold daily leadership-level meetings on containing the Ebola outbreak, and that US embassies in the DRC, Rwanda, South Sudan and Uganda have launched "monitoring groups" to track the virus & communicate with impacted Americans in the region.

U.S. Special Envoy to Greenland Louisiana Governor Jeff Landry arrived in Nuuk, Greenland earlier today to attend the Future Greenland business conference. U.S. Ambassador to Denmark Kenneth Howery will join U.S. President Donald J. Trump’s envoy at the conference as well. Governor Landry has supported President Trump’s rhetoric surrounding statehood for the autonomous Arctic territory, and ongoing negotiations between the U.S. and Greenland continue over the U.S. force posture on the island.

Secretary Gates is right that Cuba becomes a threat to the U.S. not by design, but by catastrophe. The question, then, is what the U.S. should do about it. If you reject the current approach and believe the answer is to stop contributing to Cuba’s collapse by lifting sanctions, the next question becomes: sanctions on whom first? GAESA, which is largely unaccountable to the state? The military and intelligence services? Who among Cuba’s leaders, absent U.S. sanctions, would actually be making the sound decisions needed to turn around the economy today? And who, in turn, would compel the U.S. Congress to act, given that most sanctions are codified into law? Where exactly are the incentives? These are some of the dilemmas that nearly seven decades of bad decisions on both sides have left us to grapple with today.

The Trump administration was "encouraged" by public statements from Cuban leaders indicating they are willing to accept $100 million in humanitarian aid from the US, but it's still unclear if the regime will agree to allow that assistance to be handed out by third parties, a senior State Department official said today. "The question is whether they will let it be distributed by the Church and respected independent organizations to people in need, or require aid to be channeled through corrupt state instrumentalities and seek to steal it, like they have everything else in Cuba for seven decades,” the senior official said.

As expected, Secretary Rubio is traveling to China with the president, a State Department official confirms. Rubio was sanctioned by Beijing in 2020 and is technically banned from entering the country. In 2019, a Chinese state-owned newspaper ran a cartoon depicting Rubio as the devil. (As he said during his confirmation hearing, "I've been strongly worded in my views of China. Let me just point out they've said mean things about me, too.")
