The thing about game streaming services is how much of a crapshoot it is for consumers.
In a lot of ways it doesn’t matter which company has the best technology, it only matters which one has the closest and most reliable connection to the server.
But it's interesting because it'll won't make latency any better, which is usually an advertised benefit of high framerate rendering and display. In some ways this is an admission that lower latency doesn't actually matter that much.
DLSS 3.0 appears to be using the same basic trick that Oculus has been abusing to extrapolate additional frames. Run the last two rendered frames through the hardware video encoder to generate motion vectors, and then over interpolate to get extra frames.
