@brianlilley was reporting on this a year ago. It ultimately comes down to Canada refusing to open up the final 3.6% of its dairy market as required under the USMCA. American farmers have essentially said: keep your supply management system if you want, but live up to the market access commitments you agreed to. Multiple U.S. administrations raised the issue diplomatically, trade dispute panels were convened, and yet Canada has continued to violate the agreement.
