Should California's .61 a gallon gas tax be temporarily suspended with gas prices so high?

California requires a unique, specially refined “boutique” blend of gasoline—known as California Reformulated Gasoline (CaRFG, currently Phase 3 or CaRFG3, often based on CARBOB)—that most refineries outside the state do not produce.
Now we have to import our refined gas and it will get worse as local refineries close.
