3. Annual allowance and pensions taper tax have massively cut staff’s willingness to do extra shifts evening and weekends. Treasury Munchkins still not moving on this. 4. Returner staff initiative led by @andrewkfoster was stopped. Most foolish decision.

Why electoral recovery plan not in danger of being important in real world: 1. Covid is still significantly restricting hospital capacity because of infection control requirements 2. Hospitals lacked the resources of workforce and physical space to up activity before Covid hit
