Republicans may well break the filibuster to pass the SAVE Act this week, because the Democrats' shutdown of TSA, in wartime, suggests that their party does not actually adhere to any boundaries, and better to repair the voting system before Democrats change it, which they will.

The law states the ballot has to be handed to an official, and that official clears it, by Election Day. Post office is not an election official. Military vote by mail has been established by Congress but general mail in has not. States just suddenly decided it’s ok, but SCOTUS says Federal law needs to be changed to allow it.
