In a shocking development, the Federal Investigation Agency (FIA) said in a detailed statement issued on Feb 23 that “in a major operation” it had arrested the Chief Financial Officer of Z2C Limited, (“Faisal, son of Muhammad Ilyas”) one of Pakistan’s largest media and digital marketing companies (based in Karachi), for alleged involvement in the illegal transfer of 9 million AED (around PKR 735 million) using a hawala/hundi network. The FIA said that “during the investigation of FIR No. 10/2026, a hawala/hundi network was uncovered”. It said that a “well-known advertising agency had illegally transferred large sums of money to foreign accounts”. It said “illegal payments amounting to 9 million UAE dirhams (approximately PKR 735 million) were made”. The statement detailed the arrest of the Chief Financial Officer of Z2C Pvt Limited and also mentioned his name. It said that the suspect “was found to be involved in the illegal transfer of funds through hawala/hundi”. The statement said further that the suspect has been taken into custody for further investigation and that “raid operations are ongoing to identify other individuals and facilitators involved”. It ended with the Director FIA Karachi zone saying that there was a zero-tolerance policy against elements involved in illegal financial transactions through hawala/hundi. Z2C reaction: Following the release of the statement by the FIA, Z2C Limited said that it suspended the CFO from duties pending the outcome of the investigation and an internal review. The company said that the CFO “acted in a personal capacity” and that “no company funds, accounts or systems were used” in the illegal transfers. The company further claimed that it “itself is not under investigation” and that the actions of the CFO did not relate to any of the company’s operations, activities or clients. It added that with fully cooperate with authorities if required. Back to FIA official statement: The Press Release (PR No. 12/2026) issued by the Public Relations Cell of FIA, Karachi Zone, said that the investigation of FIR No 10/026 revealed a hawala/hundi network and that “it was revealed that a well-known advertising agency had illegally transferred large sums of money to foreign accounts”. So the FIA has very unambiguously said that the company itself was involved in “illegally transferring large sums of money to foreign accounts”. This suggests that it is not just the CFO who is under investigation and belies Z2C’s claim that the said CFO was acting in a personal capacity and did not use the company’s funds, accounts or systems. The Press release also said that “raid operations are ongoing to identify other individuals and facilitators involved”. So while it is good that Z2C Limited has suspended its CFO pending the investigation, for the company to claim that it itself is not under investigation is not exactly correct given the very clear language used by the FIA. Who is the Z2C CFO? Faisal Mohammed Ilyas has been Chief Financial Officer of Z2C Pvt Limited since Sept 2002 – for over 23 years. At the same time, he has also been Group Head – Finance of Starcom Mediavest Group, which several foreign affiliations. What does Z2C Limited do? Who founded it and who heads it? Z2C Limited is a Karachi-based communications, media, advertising, and technology holding company that is big player in Pakistan’s marketing and digital media ecosystem. Founded in 2016 by media entrepreneur Raihan Merchant, Z2C operates as a parent group overseeing multiple agencies and ventures across advertising, media planning, public relations, sports marketing, and digital technology. Z2C has several subsidiary agencies and which have affiliations with several foreign companies. Throughs its media agency subsidiaries like Brainchild Communications Pakistan and Blitz Advertising, it operates under non‑ownership franchising arrangements with the Publicis Groupe, a major French multinational advertising and communications company. This allows it to use brands such as Starcom, MediaVest and Publicis Media in Pakistan for furthering its own business. Connection to Pakistan Idol: One of the main links between Raihan Merchant and Pakistan Idol is the Begin OTT streaming platform, which is associated with his media and technology ecosystem. Begin holds streaming rights to Pakistan Idol, making episodes available globally outside traditional TV broadcast networks. Pakistan Idol’s auditions and digital engagement were conducted through Begin, which is part of the broader digital media strategy tied to Merchant’s ventures. Begin is owned and operated by MHL (Merchant Holdings Limited) whose chairman and founder is Zoya Merchant (also Z2C’s chairman). MHL Global is the production and media distribution company behind Pakistan Idol. The show is presented in Pakistan by MHL Global and the latter’s Director is Zoya Merchant (Mr Merchant’s daughter) as per public reports and announcements regarding Pakistan Idol. Z2C and PSL & sports management/ownership Beyond traditional advertising, Z2C has expanded into technology-driven media and digital platforms. The company has also invested in Walee Technologies, a startup focusing on influencer marketing. Walee has been in the news of late when it bought the Multan Sultans PSL franchise for Rs 2.45 billion and rebranded it as Pindiz. Z2C Limited has been involved in commercial partnerships, sponsorships, and marketing for major sporting events, including initiatives connected to the Pakistan Super League, in particular through Blitz, one of its subsidiaries
