While there have been many W's for fast balancing, the WSTR nerf was not one that has aged well.
After putting in tons of effort to make it workable, even after the recent buff there is far too slim of a margin of error for it and feels unintuitively awful majority of the time.
It needs to be buffed again. While it shouldn't be an easy 2-tap, I think it should be able to 2-tap purple shields very close and on average be a 2 tap + punch or 3 tap (stack overflow). WSTR slug should be able to 1HKO head, but have steep damage dropoff to limit range appropriately.

@DrewskysChannel Or just do what they should have done from the get go, and remove the Stack Overflow and implant interactions that allow you to get 3/4 shells, and then buff it back to where it was.
It needs to be competitive with Mis and it just isn't, but the 3 shots was always stupid.
