United States Sanctions Uganda Prisons Service Commissioner General (Johnson Byabashaija) for Human Rights Abuse Dear Ugandans  and Friends of Uganda, In an official statement dated December 8th, 2023, the Office of Foreign Assets Control (OFAC) within the Department of the Treasury declared the imposition of sanctions on Johnson Byabashaija, who has held the position of Commissioner General of the Uganda Prisons Service (UPS) since 2005. Byabashaija, was officially designated by OFAC due to his involvement in severe human rights abuses throughout his tenure. During this period, UPS members have been implicated in acts of torture and other severe human rights abuses against prisoners within UPS facilities. Disturbing reports from prisoners detail incidents of torture and physical abuse inflicted by UPS staff and fellow inmates under the direction of UPS personnel. Notably, individuals from vulnerable groups, including government critics, have suffered beatings and unjust detainment without access to legal representation. We acknowledge and commend the recent actions taken by the United States, specifically the Office of Foreign Assets Control (OFAC), in imposing sanctions on Johnson Byabashaija. These measures represent a significant step in the right direction toward safeguarding the rights of Ugandans and holding those responsible for serious human rights abuses accountable. As a result of these sanctions, all property and interests in the United States belonging to the designated individual are now blocked and must be reported to OFAC. Entities owned 50 percent or more by blocked persons are also subject to these restrictions. Unless authorized by OFAC, all transactions involving the property of designated persons are prohibited, emphasizing the gravity of these sanctions. We call upon the United States to broaden its investigation to include individuals responsible for operating safe houses and Chieftaincy of Military Intelligence (CMI) facilities, detention centers in military barracks where political prisoners in Uganda endure torture and prolonged detention without trial.  Additionally, we emphasize the plight of victims of enforced disappearances, arbitrary arrests, unlawful detention, torture, and ill-treatment by various Museveni regime security agencies. The situation of Ugandan civilians facing military court martial, detained for over three years without trial, demands immediate attention. These violations of the rights of Ugandan civilians must be thoroughly addressed, and those accountable within the Museveni regime should also be held responsible.
