Coming weeks will be very crucial for the fuel consumers and these will test the government’s ability to handle the situation. 1- As of now, there is zero subsidy on petrol. The government is charging Rs106 per liter levy plus import taxes as against Rs78 subsidy. On coming Friday, Govt should consider reducing unjustified taxes that are almost equal to 50% of the landed cost of the fuel. 2- There is huge subsidy on diesel. But the government has fiscal space. Its overall petroleum levy collection is estimated to be around Rs200 billion over and above the annual target. 3- The Government should stop offsetting FBR’s massive revenue shortfalls with Petroleum Levy and Rs389 B emergency funds. FBR’s failure is a never ending story. Rs610 b shortfall in 9 months. 4- Prime Minister has given directions to the Ministry of Finance to ask the IMF to allow pause in tax collection on POL for couple of months. It’s now the test of the ministry’s negotiation skills. 5-There could be combination of Partial Price Increase, Reduction in POL taxes to reasonable levels and use PL surplus collection to offset the cost.
