Counselors are definitely the first thing to cut. Clearly the district couldn't go a day without 17 Associate Superintendents and Executive Directors of things such as "Equity and School Climate" and "Multi-tiered Support Systems". Don't forget that all of these people have full staffs of administrators as well.
