The urban core generates almost all of a typical U.S. city's tax revenue but most of it goes to fund roads, sewer lines, power lines et al in suburbs. If suburbs paid for themselves, rather than leaching off the city, I think a lot more people would be live and let live on this.

If safety is not an integral element of walkability then walkability is a worthless quality. "Is it safe to even be here" is a necessary prior to "is it safe to walk here" is a necessary prior to "do I want to walk here." Walkability == is it convenient and pleasant to walk here. If I don't even wanna be there at all it doesn't matter if the footpaths are well designed. Safety is literally first. No safety = no appeal to walk there = no walkability.
