Accenture aren’t the only recipients of tax dollars for the BOM website. Accenture Australia received $96 million (I believe original contract was ~$30m). Deloitte Australia received $35 million (overspend from $11m). I would love to understand the work breakdown for both consultancies. This will definitely become a case study. I will, however, cut them a sliver of slack because, as a consultant, you don’t know what is under the hood until you lift it up and go exploring, particularly with integrated platforms and data. Tho, this should mostly be identified in discovery which is the first stage of any job like this. And if Accenture were already deeply imbedded in the BOM, they would already have significant insight into systems and requirements, so discovery would be a shorter and easier process. This is also an example of why a client should always have internal employees who understand technology, process and usability…ex-consultants are good for this if they had broad experience in tech builds. If you had two FTE headcount, not even that senior required, where that was their job and they liaised closely with the consulting companies, even at $250k each they could no doubt have taken millions out of that overspend.
