‘The for some reason’ is: The fire truck was cleared to cross the runway. It wasn’t until seconds before impact did the controller realize his mistake and then told the truck to stop. Based on the video that’s been posted there was mere seconds of reaction time for the fire truck. It wouldn’t have mattered it had just stopped because it would have been struck anyways and probably killed the firefighters too.
