i assume all the retail flow is small notional (<$1000)

the best way to experience what it's like to be VIP9 on Binance is simply to trade on Solana
Markouts for SOL/USDC trades in epoch 940 against Binance mid, incl of fees, show us that routing through titan or jup to a prop AMM will generally give you a better price than any CEX

volumes on @solana are routed to the AMM and propAMM with the "best" instantaneous quote. however maintaining the best quote exposes liquidity providers to risk from stale quotes, arbitragers and informed traders the strategy several prop AMM have converged on is creating artificial volatility to flash "best" quotes to routers to increase their share of order flow the chart below shows higher volatility correlates with a higher share of @JupiterExchange volume

Closed is obviously kinda scary but off-chain is just another word for permissioned imo. Offchain is what makes perps bad as you need to again trust the serve from not front running you or peeking at your orders. Jeff had a huge thread years ago on why onchain is better vs offchain.
