I’m met a homeless woman from Memphis, Tennessee, who said she was sent to Portland to get surgery on her toe. She said her toe was amputated due to frostbite. Before the amputation, she said a doctor said Portland was the best place to be. She went from being homeless in Memphis to Homeless in Portland.
