It excludes short positions (stocks and written options), as well as various other securities. I run both a fundamental book and a quant/arb/short book. Doc and I briefly discussed $ASTS back in October when the stock price was near $100. I remember concluding that the whole set up seems like a pump and dump scheme.
Back then I didn't realize how big of a pump and dump scheme it was, with paid pumpers working 24/7 to lure in unsuspecting retail investors.

$ASTS was supposed to have 12 next-gen BlueBird satellites in orbit by year-end. Current # of satellites: 0.
What happened?
And here's some speculation for you: I'm gonna go on the limb and say the launch of the first 2 satellites, scheduled for Dec 15th, from India, will go wrong in some way, causing further pushback of the ASTS network coming online.
Here's one more for you: ASTS gives me Theranos vibes! I want the tech to be true and possible. I want to be wrong! I'll be the first in-line to use the tech if/when it comes about. But my spidey senses tell me there is waaaay too many promises, waaaay too many delays, and not nearly enough results for this tech to be possible within the next year. But lots of fancy deal-making and pre-selling of the tech has created a frenzy of believers.
Are we sure @ElizabethHolmes is not the founder of ASTS?

Orange is the largest MNO in France. Their submission for the EU 2GHz MSS allocation is notable for reading like an $ASTS advertisement. "Voice, messaging, and data services to consumer handsets." Bet you get bonus points for the overall constellation working with all existing handsets... Of course, disaster relief, emergency and mission critical communication, and network resilience are very attractive to regulators. AST's collaboration with FirstNet will be a boon in cultivating confidence for emergency services. Finally, they say that "the band should be restricted to 3GPP-compliant technologies, such as 5G NTN, which are essential for maximizing efficiency and ensuring seamless interoperability with terrestrial networks." SL D2D current iteration does not allow 5G NTN 🤔
