#ConfGouv

#RDC - Partiality in conflict resolution in the DRC will not lead to peace. I have a series of questions to @US_SrAdvisorAF in the peace process, what will happened to the roughly 200 state-sponsored armed groups known as “Wazalendo”? While these groups are supported by the government, they operate independently, engaging in activities such as Illegal and illicit mining in partnership with some political elites, road users taxations and targeted attacks on civilians include lynching and cannibalism. What will happen to the IS-affiliated Allied Democratic Forces (ADF), which have emerged as the deadliest group, responsible for 52% of all civilian conflict-related deaths? The ADF abduct and kill Christian civilians in churches with alarming frequency and subject women and girls to sexual slavery in the Ituri and Beni areas. What will happen to the Coopérative pour le développement du Congo (CODECO), a predominantly ethnic Lendu state sponsored militia, which has, in the recent years, attacked displaced people’s camps in Ituri and caused approximately 1,300 deaths each year? What will happen to the Burundian army, which continues to encircle the populations of Minembwe? Civilians there have been denied access to markets and farmland. The Burundian army’s intention is to be to starve the population into submission under the pretext of “security,” by restricting their freedom of movement on their own land and forcing them to leave the DRC because they are considered an “unwanted” ethnic group. What will happen to the Democratic Forces for the Liberation of Rwanda (FDLR), an organisation composed of former perpetrators of the 1994 genocide against the Tutsi in Rwanda, which aspires to remove the current Rwandan government and “bring back ethnic supremacist Hutu rule while mainstreaming anti-Tutsi genocidal ideology in the region”? This network has found fertile ground in the DRC, assimilated local armed groups, evolved into a political ideology, and been partially integrated into the DRC national army. It has also become a tool used by extremist political leaders in Kinshasa to threaten Rwanda and undermine stability in eastern Congo. A critical consideration of the relationship between the state and non state actors and conflict is important. Since April 2023, the Congolese government has increasingly relied on armed “Wazalendo” groups and has formally recognised them as non-state partners by providing them with military support and weapons. Yet the Wazalendo have no clear political demands other than the extermination or expulsion of the Banyamulenge from Congolese territory. Since March 2025, the situation has deteriorated dramatically. A military coalition composed of the FARDC, Wazalendo militias, the FDLR, and the Burundian army (FDNB) has been conducting large-scale operations against Banyamulenge civilian areas, notably in Minembwe and the Hauts Plateaux. The FDLR are also part of this coalition and are actively operating in high plateau of Uvira, Minembwe and Kazimiya in the territory of Fizi. Across the country, over the past five years, there have been systematic and explicit calls for violence against Tutsi/Banyamulenge communities. The government has either rewarded those involved in hate speech campaigns or endorsed their actions. Furthermore, under the pretext of combating the so called “infiltration” within the security forces, nominal lists of FARDC officers of Tutsi/Banyamulenge origin have been compiled, and individuals have been arrested, imprisoned, and publicly identified in ways that encourage their purge. Political figures notoriously involved in incitement to hatred, including individuals sanctioned by international partners, continue to be publicly promoted by Congolese authorities. This official complacency has inspired the radicalisation of armed groups and society, as well as the progressive alignment of security services with an openly anti-Tutsi/Banyamulenge ideology. In my view, the minerals deal between the DRC and the United States has critically undermined the deeply rooted and complex internal security issues that are the primary drivers of regional instability, as well as the deadly consequences of ethnic identity politics as a mode of governance. The DRC crisis is decades old. Imported solutions have never been sustainable; imposed peace in the past has not resulted in lasting stability either. The United States is focusing on short-term gains when it could instead invest in long-term solutions. Rather than favouring one side to secure a mineral deal, it could promote inclusive peace, foster a conducive business environment, and pursue ethical agreements that ensure sustainability.

Tshisekedi's regime concocts lies and has no shame for embarrassment on the global arena to propagate poorly-laid rhetoric. The life expectancy in the entire country doesn't exceed 35 years due to rampant insecurity, violence, and rotten healthcare systems, among other regime failures. @bbisimwa @PatrickMuyaya @Col_Alimasi @Presidence_RDC

@Rugusuki The problem right there. And it looks as though Peace and Minerals, in this case, can not coexist. One has to be sacrificed at the altar of the other, and it looks like peace has no chance of survival in this equation.

Massad Boulos is not the man for the job. He failed to understand how to build on what had been achieved by the Doha process.. now he is shrill, threatening...'feeling' deceived because contrary to meditation, he took a side. When minerals are at stake you can't be impartial.

I believe Afande @mkainerugaba will appreciate these young Congolese boys who grew up in refugee camps in Rwanda due to ongoing discrimination and the #DRC, especially in Masisi, Rutshuru, and Mulenge. This is what they are singing: - "Who is going to Masisi so that I can go with him to see General Makenga?"✨ - "Who is going to Uganda so that I can go with him to see General Muhoozi?"✨ - "Who is going to Bunagana so that I can go with him to see the Lions of Sarambwe (M23 soldiers)?"✨

The guy, can't even bring fuel to his country let alone leading the entire continent!
Olivier J.P. Nduhungirehe@onduhungirehe

What happened today at the African Union is a stark reminder that leadership matters. It's unbelievable to note that a whole continental organisation can be tarnished or driven into a crisis by its own Chairperson, who is in office for not even two months. Unlike what I read here and there in the media, today's decision by the twenty (20) AU member States who broke the silence was not aimed at rejecting the candidature of anyone. It was aimed at opposing a flawed procedure initiated by President Evariste Ndayishimiye of Burundi, Chairperson of the African Union, in total violation of all rules and regulations governing African candidatures in the international system. In this matter, everything was wrong from day one: FIRST, on 2nd March 2026, the Permanent Representative of Burundi in New York sent a letter to the President of the UN General Assembly, informing her that: "my government, current Chair of the African Union, nominates His Excellency Macky Sall, former President of the Republic of Senegal, for the position of Secretary-General of the United Nations". This submission of an African candidature to the position of UN Secretary General came as a surprise to all African Heads of State and Government, as none of them was consulted by the AU Chairperson before taking this important decision. SECOND, after submitting the candidature of former President Macky Sall in New York, the President of Burundi attempted to force his African counterparts to endorse this gross breach of procedure. Indeed, he yesterday convened the bureau of the African Union (attended by only two other members) and decided to put such an important matter under an unusual 24-hour "silence procedure". In other words, President Ndayishimiye, instead of convening an AU Summit to advise him on the right procedure, chose to give his fellow AU Heads of State and Government only 24 hours to either endorse, by keeping silent, an AU decision that "EXPRESSES ITS FIRM SUPPORT to the President of the Republic of Burundi, H.E. Evariste Ndayishimiye, Chairperson of the AU for 2026, for having presented the candidacy of President Macky Sall [...] for the position of Secretary-General of the United Nations", or to reject it by breaking the silence. This was too much for many AU member States, which could not accept such a diktat and such disrespect from their Chairperson. They then decided to break the silence, block his decision and remind President Ndayishimiye that the African Union is governed by the rule of law. Unfortunately, the damage was already done in the outside world but I hope that this incident will nonetheless serve us as a lesson for future appointments of AU Chairpersons.

People began fleeing Zaire in 1993 when the Mai-Mai Ngirima group started killing Banyarwanda in Walikale, Lubero, Masisi, and Bwito in Rutshuru. The unrest in Zaire did not originate with Rwanda; it began long before President Kagame came to power dear cannibal
