On 15 December, European Union foreign ministers discussed Russia’s shadow fleet at the Foreign Affairs Council (#FAC). Energy revenues finance Russia’s war in Ukraine and Russia uses the shadow fleet to evade sanctions. The EU is stepping up its actions to counter the shadow fleet’s operations. We work closely with partners and reach out to flag and coastal states and offer technical assistance.

The EU has sanctioned an additional 5 individuals and 4 entities responsible for supporting Russia’s shadow fleet and its value chain.
Russia's shadow fleet is composed of non-EU vessels circumventing the oil price cap and other EU sanctions.
