Ha pasado algo excepcional en la historia de la diplomacia de Colombia y se constituye en nuestro segundo gran triunfo internacional, el primero fue detener las pretensiones de Nicaragua sobre nuestro mar Caribe. El segundo es este, sin mayores comentarios mediáticos, Laura Gil, nuestra embajadora ante la Comision sobre Drogas de Naciones Unidas, logró configurar una coalición de 60 países en la comisión y por primera vez en la historia de esa comisión logró introducir dos conceptos: reconocer la disminución de daños como una política válida en la lucha contra las drogas, es lo que hicimos en Bogotá Humana, pero ahora a escala mundial y segundo: Que se reconozcan los derechos humanos dentro de cualquier estrategia antidrogas. Eso hizo que EEUU, contrario a estas políticas, las aceptara y saliera resolución por consenso. Me dirigí personalmente a esta comision pidiendo un cambio de la política antidrogas en el mundo, hemos dado un paso sustancial y Colombia ha sido la líder. De estar siempre de rodillas Colombia ha pasado a ser líder en el mundo.
