The better deal of Kuwait and those leaders in and around there that made it irresistible for the United States to decline. I remember we would protect those Iraqi Merchant ships and there would be oil wells being blown up left and right not by Iraq of course. The list is endless. You see every president has done the same as you are expressing. The difference is the greater good in the end. Biden threw so much money to Ukraine, how was that in our best national interest? How was it in our best interest when he abandoned Afghanistan and left billions of dollars of Weaponry there? A good idea would be conditional NATO membership, but only if NATO members give up their nukes, otherwise we’ll get Iran-type situations in the future from the soon-to-be ‘new’ Islamic NATO members. If NATO doesn’t like the terms, we must immediately stop bankrolling them.

All he has to say is that if any NATO member invokes Article 5 and requests assistance, the USA will not provide military support. Article 5 does not compel any NATO member to provide military support. Congress is powerless to force a President to deploy the military. So if Trump were to make this declaration, the screaming and the shouting would start and the Europeans will have to grow up and defend themselves. NATO neutered.
