Indian delegate explicitly said they told the COP29 presidency and UNFCCC secretariat about wanting to make a statement before any decision is adopted. The demand was ignored. Also, talking to Fiona Harvey is not an obligatory part of raising concerns as part of UNFCCC processes

I made repeated attempts, as I do at every Cop, +between Cops, to talk to Indian govt at Cop29. Every attempt was rejected; they would not talk to media. If countries will not talk of their concerns, rejecting deal at last minute is not exactly in the spirit of multilateralism.

Not only was this a hugely weak COP29 deal, it was pushed through over the objections of a number of countries. Azerbaijan’s authoritarian regime may be used bulldozing opposition against its own people, but the UN process cannot be bullied in the same way. This is yet more proof that this has been the worst led meeting in COP history.
