It is shocking and alarming that instead of bringing Cdr Purnendu Tiwary back, MEA is attempting to justify its failure through shifting, inconsistent, and evolving explanations. The narrative around Cdr Purnendu Tiwary keeps changing—and serious questions remain unanswered. Initially, MEA stated that he had only “paper formalities” to complete before returning to India, while his 7 peers were brought back on 12 February 2024. Thereafter, in December 2024, he was suddenly dragged into a case of alleged financial irregularities, despite having absolutely no role whatsoever in the company’s finances, which, as per legally documented arrangements, rested solely with the CEO/owner. Subsequently, MEA termed the matter “sub judice”, and now it is being described as a “separate case.” This continuously shifting stand raises fundamental and unavoidable questions: Why was Cdr Purnendu Tiwary left behind in February 2024 when no case existed against him? 
Why was he not brought back between February 2024 and December 2024 when there was still no case? The facts are clear and undisputed: • At the time of repatriation of 7 officers, no independent case existed against him
• The only restriction was a travel ban, imposed after he was coerced into signing documents in Arabic during prolonged solitary confinement
• A travel ban cannot and does not amount to a criminal case He was later wrongly implicated in financial matters, and in a highly questionable and disproportionate outcome, was awarded the same 6-year sentence as the CEO, who was actually responsible for financial decisions and obligations. It is equally critical to highlight that the documents and so-called evidence presented against him were not independent, but were substantially derived from the earlier case for which pardon had already been granted by His Highness, the Emir of Qatar. In effect, the subsequent case and its evidentiary basis were stitched out of a matter that already stood pardoned and concluded. Cdr Purnendu Tiwary, being the Technical Head of the group and the senior-most in age, has thus borne the brunt of this entire sequence of events, despite having no role in financial matters. To further bolster his defence, the CEO attempted to shift the entire financial liability onto Cdr Purnendu Tiwary by initiating a separate case against him. However, the Qatar High Court, in its unequivocal judgment dated 12 March 2026, rejected these allegations and declared Cdr Purnendu Tiwary innocent, clearly and conclusively establishing that he had no role in any financial wrongdoing. This directly strikes at the root of the earlier sentence awarded to him, raising serious and unavoidable questions about its legitimacy, validity, and sustainability. Despite this clear judicial finding, he continues to remain in custody. A decorated Indian naval officer remains in jail despite: • No case at the time he should have been repatriated
• No role in financial irregularities
• A clear and unequivocal judicial finding in his favour He is 65 years of age, suffering from PTSD, hypertension, and diabetes, and after enduring nearly four years of extreme hardship, he is in no condition to undergo any further suffering. His continued incarceration has now become life-threatening. 🚨 This is no longer a matter of procedure—it is a matter of urgent intervention, accountability, and humanitarian responsibility. 🙏 An earnest appeal from his sister to the Hon'ble Prime Minister & Hon'ble EAM — please bring Commander Purnendu Tiwary back home without any further delay. To be clear: 1.) This is NOT an annual fee. It’s a one-time fee that applies only to the petition. 2.) Those who already hold H-1B visas and are currently outside of the country right now will NOT be charged $100,000 to re-enter. The ‘law of unintended consequences’ seems to be operating stealthily in the prevailing tariff war unleashed by the U.S. Two examples: The EU may appear to have accepted the evolving global tariff regime, responding with its own strategic adjustments. Yet the friction has nudged Europe to rethink its security dependence, leading to higher defence spending in France and Germany. In the process, Germany has moderated its fiscal orthodoxy, which may well catalyse a resurgence in Europe’s major economies. The world could gain a new engine for growth. In Canada, long hampered by notorious internal trade barriers between its provinces, steps are now being taken to dismantle them, bringing the country closer to a common market and enhancing economic resilience. Both these ‘unintended consequences’ could become long-term positives for global growth. Shouldn’t India too seize this moment to shape a virtuous consequence for itself? Just as the 1991 forex reserves crisis triggered liberalisation, can today’s global ‘Manthan’ over tariffs yield some ‘Amrit’ for us? Two strong steps we can take today are: 1. Radically Improve Ease of Doing Business —India must go beyond incremental reform and create a genuinely effective single-window clearance system for all investment proposals. —While states control many investment regulations, we can begin with a coalition of willing states aligning with a national single-window platform. —If we demonstrate speed, simplicity, and predictability, we can make India an irresistible destination for global capital in a world seeking trusted partners. 2. Unleash the Power of Tourism as a Forex Engine —Tourism is one of the most underexploited sources of foreign exchange and employment. —We need to dramatically accelerate visa processing, improve tourist facilitation, and build dedicated tourism corridors around existing hotspots, offering assured security, sanitation, and hygiene. —These corridors can serve as models of excellence, encouraging other regions to emulate and raise national standards. And a broader action agenda to build on these pillars: Liquidity & Support for MSMEs; Infrastructure Investment acceleration; A Manufacturing Push, via enhancement and expansion of the scope of PLI schemes; Rationalise import duties so that duty on manufacturing inputs are lowered and assist in improving our competitiveness. Let the unintended consequences we create be the most intentional and transformative ones of all. We cannot fault others for putting their nations first. But we should be moved to make our own nation greater than ever.
