In December, President Trump signed an Executive Order tasking us with the development of a national framework for AI, what he called “One Rulebook.” This was in response to a growing patchwork of 50 different state regulatory regimes that threaten to stifle innovation and jeopardize America’s lead in the AI race. Today we are releasing that framework. It will help parents safeguard their children from online harm, shield communities from higher electric bills, protect our First Amendment rights from AI censorship, and ensure that all Americans benefit from this transformative technology. This is a serious framework. It weighs in on every substantive policy area that Congress has been considering. For those of us closely following the AI debates, the language is carefully crafted to reflect the President's optimistic, practical vision for what AI can deliver for Americans. It is also a clear continuation of Trump's belief that America should lead in AI and that the way to do that is to remove barriers. Remember, Trump set into place a pro-innovation AI framework in his first administration, way before ChatGPT! At the start of his second term, he immediately junked the fear-laden approach of the previous administration. His AI Action Plan sought to accelerate AI innovation. And he launched the Genesis Mission, as "a dedicated, coordinated national effort to unleash a new age of AI‑accelerated innovation and discovery." The President has done a lot to maintain U.S. AI dominance. And it's worked so far. But the framework recognizes that Congress needs to act, too. It sets out seven important areas for Congressional action: - kid safety - communities (data centers / anti-fraud) - intellectual property - free speech - government barriers - AI-ready workforce - Creating a national standard The White House approaches each of these issues with an attitude that is unabashedly optimistic about the overall potential of this technology, a clear sense of the importance of continuing to lead, and a strong belief that if Congress gets policy right the American people will benefit enormously. That should bring bipartisan interest. There is a lot to like here on both sides of the aisle. Much work to be done in Congress to implement this framework, but the vision is clear and the President's priorities are evidence. It's time for Congress to engage.
