That's interesting. I don't know who benefits from that. I am deep-diving this issue, and I see several problems. These are sold as license plate readers, but the capabilities are far greater than that. The software captures measurements to identify vehicles "even when a license plate isn't visible." This includes decals, bumper stickers, and modifications to cars. The cameras are scalable to live video and audio detection (gunshots, screams, other noises) as an upsell. The Flock Condor has facial recognition capability and the ability to live-track human beings. While the LEO customer owns the data under its contract, Flock retains a permanent worldwide license on all customer data to train its AI and to offer services to all Flock customers. What that means is that your town's data can be used by LEOs all over the country, including federal LEOs. As I understand the legal argument, this information is subject to capture because one has "no reasonable expectation of privacy" in these public spaces. While that may apply locally, I think our citizens have a reasonable expectation that law enforcement officials in other towns, cities, and states will not be viewing them in public online through this platform. One of the fundamental problems I see is that no one voted for this, and there is no legislation that enabled it in the first place. We need to think through this more carefully.
