Personal view.
I don't think a pure advertising model is realistic for the BBC in the current market. Both ITV and C4 have been hit hard by the streamers now doing ads too and diluting the market (on top of the really big hit of TV losing revenue to online ads). So much so many commissions have been cancelled and budgets are cut. If the BBC came in I simply don't think it could raise the ad revenue necessary, and would likely destroy the others too.
