A truck from DOT 4316621 rolling down the road dumping fuel from the driver-side tank with what appears to be duct tape over a hole in the metal tank. The carrier’s numbers fit the picture: 66.7% vehicle OOS 47.1% driver OOS 46 violations 34 inspections. At some point the roadside condition tells you the culture.

It's bizarre that US government rules make it impossible for US companies to compete with foreign manufactures because of ITAR. The US invented the technology and Chinese companies are selling better hardware because they don't have to follow US laws.

It’s also furtherest away from any administrative buildings, or anything that isn’t a sports field/area.

No sense of urgency was given so the officers are looking for someone who accidentally locked themself in a van. You really cant expect the officers to know everything from nothing.
