Italian investments in Libya — particularly in the energy sector and especially under such fragile circumstances — still appear to be high-risk and ultimately unsustainable in the long term, because they operate on the foundations of an unresolved internal conflict that has yet to be fundamentally addressed. It is true that Italian interests have not faced direct targeting in recent years, but the absence of attacks does not necessarily reflect stability. Rather, it reflects a postponed fragility that could erupt with any sudden political or security shift. The deeper issue is that Italy, despite presenting itself as a historic friend of Libya, has not genuinely engaged in a comprehensive project to strengthen internal peace. Instead, it has often limited itself to acting as an ally of the authority in Tripoli, without a deeper understanding of Libya’s internal complexities or meaningful involvement in building a broader national settlement — despite previously supporting reconciliation efforts in southern Libya between the Tuareg and Tebu communities. This leaves Italian interests, most notably the Greenstream pipeline, directly tied to Libya’s instability, as though Italy’s energy security itself has become suspended on fragile balances inside a country that has yet to emerge from the cycle of conflict. Beyond that, even the technical indicators suggest that the situation requires far more serious and sustained work — technically, politically, and structurally — than what currently exists in sufficient measure.
