Sourced sibs of varying quality w/ no transparency makes it a total crapshoot that, despite cult-like detective work & crowdsourced info, is still difficult to grasp for most enthusiasts.

Have you asked them why they refuse to use the company cc?
Chances are he uses his card to rack up points, knowing he can pay the expenses off as soon as he’s reimbursed.
My recommendation: Put a business expense policy in place (often tied into a travel policy as well).
Roll it out company wide so it applies to everyone with a company credit card.
Continue reimbursing the employee submitting expenses but you can also write them up for not adhering to the policy.
Sometimes just the threat of being written up changes behavior.
Unfortunately, there are times when we have to use the stick instead of the carrot.
