Government has approved new rules to change how public hospitals charge medical aid patients, in a move aimed at improving billing, reducing losses and stabilising the public health system. Information and Communication Technology Minister Emma Theofelus said Cabinet has agreed to align fees charged by the Ministry of Health and Social Services with those used by the Public Service Employees Medical Aid Scheme and the Namibia Association of Medical Aid Funds. Public hospitals will now use a standard pricing system when treating patients with medical aid. “Cabinet took note of the proposed implementation approach to align the Ministry of Health and Social Services tariffs to PSEMAS and NAMAF to ensure effective revenue management, improved administrative coordination with medical aid schemes, and long-term financial sustainability of public health facilities,” Theofelus said. thebrief.com.na/2026/04/cabine… #namibia #healthcare #publichealth #medicalaid #healthsystem @MhssNamibia @MICTNamibia @NamPresidency @EmmaTheofelus

Non-executive directors are typically paid through board fees structured as either a retainer, a sitting allowance, or a combination of both. In some organisations, directors receive a quarterly retainer only, and this is often set at a significantly higher level to compensate for the absence of sitting fees. Market data shows that many organisations still use a hybrid approach, paying both a retainer and sitting allowances. The cleaner approach is to rely on a retainer only. Paying per meeting creates the wrong incentive. It can encourage more meetings than necessary, or at least remove the discipline to keep meetings focused and efficient. A well set retainer, on the other hand, pays directors for their overall contribution, not for the number of times they sit in a boardroom. Where organisations adopt a retainer-only model, the key is to make it competitive. If the retainer is too low, directors will expect sitting allowances or will disengage. Beyond board fees, non-executive directors should not receive additional payments. The only exception is reimbursement of legitimate expenses incurred in the course of their duties. In other jurisdictions directors also get equity but rare in Zimbabwe. @ipcconsultants

One of the signature steps in job evaluation is the appeals process. Once grading is complete, each employee should receive an individual letter clearly stating the grade of their role. The same letter must also explain the right to appeal and set out the specific grounds on which an appeal will be considered. If this step is skipped, you carry unresolved resentment into the future. Employees may accept the outcome on the surface, but the dissatisfaction persists and manifests later as disengagement, complaints, or pressure for regrading. Done properly, job evaluation can yield outcomes widely accepted with few appeals. The key is transparency, clarity, and disciplined adherence to the process from the start. @ipcconsultants
