« Le Rwanda est trop stratégique pour être abandonné. » Cette phrase, prononcée pour se rassurer, révèle en réalité bien plus que sa signification faciale. Elle est l’aveu involontaire d’une dépendance profonde et d’une peur existentielle : celle de ne plus pouvoir compter sur le soutien occidental, américain en tête. Ce même Rwanda qui, dans ses discours officiels, se présente comme un modèle de souveraineté reconquise — un pays qui « n’a besoin de personne », qui « se suffit à lui-même » et qui lançait encore récemment un tonitruant « Go to hell » — se voit contraint de se rassurer par commentateur interposé. L’ironie est saisissante. Derrière la rhétorique de l’indépendance farouche et de l’autosuffisance triomphante se cache une réalité plus prosaïque : celle d’un régime qui sait pertinemment qu’il reste structurellement dépendant du soutien, de la reconnaissance internationale et des partenariats stratégiques avec les puissances occidentales. Dire « le Rwanda est trop stratégique pour être abandonné », c’est admettre, en creux, que ce petit pays aux mille collines se perçoit lui-même comme un enfant capricieux et violent, mais trop utile pour être abandonné aux sanctions qu'il mérite. C’est infantiliser un État qui ne cesse de clamer sa maturité et son invincibilité. C’est reconnaître implicitement que, sans sa valeur stratégique acquise par le crime— blanchiment de minerais, position géopolitique, image de stabilité relative —, Kigali risquerait un isolement fatal. La souveraineté véritable ne se mesure ni aux discours triomphants ni aux meetings où l’on martèle « nous n’avons besoin de personne ». Le régime de Kigali existe et perdure d’abord parce que, pendant plus de trente ans, des milliards d’aide extérieure ont été déversés sur son économie, et parce que ses parrains occidentaux ont longtemps veillé à ce que certaines vérités gênantes — notamment sur les circonstances exactes du déclencheur du génocide de 1994 — ne surgissent jamais trop crûment au grand jour. Il survit aussi parce que les crimes qui lui sont reprochés au Congo — le génocide présumé perpétré au Zaïre puis en RDC, les millions de morts liés à sa politique expansionniste — n’ont jamais été jugés devant une instance internationale digne de ce nom. Washington n’a jamais lâché son « enfant terrible ». En voulant rassurer sur la solidité de la relation rwando-américaine, cette remarque trahit surtout la fragilité du mythe de l’indépendance totale. Le Rwanda peut bien fanfaronner et prétendre se moquer des sanctions. Mais d’autres, visiblement, éprouvent encore le besoin de rappeler à Washington qu’il ne faut surtout pas le lâcher. C’est tout le paradoxe d’un régime qui veut être craint et respecté comme un lion, mais qui reste obligé de se présenter comme un atout indispensable pour ne pas être mis à l’écart.

Today, people are afraid to even say “Hutu” or “Tutsi” because it can be treated as a crime and yet they call that freedom? That’s not freedom. That’s control disguised as peace.

If you are from Rwanda and travel to Rutshuru, Masisi, or Nyiragongo, people immediately recognize that you do not speak Kihutu, Kinyabwisha...but Kinyarwanda. You can't even learn their language and accent easily! It's the same way people from Burundi are easily identified in Rwanda by their language, Kirundi.

His statements misrepresent both #Burundi’s role in eastern #DRC and the principles governing @_AfricanUnion mediation. AU’s mediation is not based on unilateral positions but on collective mandates. As Chairperson of the African Union, H.E. @GeneralNeva operates within an institutional framework, supported by AU organs and in coordination with the Mediator, the panel of Facilitators and regional mechanisms. Therefore, the focus should remain where it belongs: ending violence and advancing durable, African-led solutions. This moment calls for responsibility, not insinuations.
