1/ Is @KonstantinKisin talking shite? In this exchange, Kisin takes issue with @campbellclaret questioning him, asking why Campbell is reacting as though the claims are not entirely true. He insists Campbell would not be so dismissive if he had actually engaged with the source material. Campbell, in a moment of "one the worst people ever involved in starting an unjustified war that killed hundreds of thousands of people makes a good point" identifies the right problem: Kisin is overstating what a single document says and does. But Campbell cannot land the point because, by his own admission, he has not engaged with it in any depth. Kisin claims the NPCC Anti-Racism Commitment represents operational police training and that it amounts to explicit instructions telling officers not to treat people equally. The document does explicitly reject colour-blind equality in favour of racial equity. That is not in dispute. What Kisin mischaracterises is the document's status, its authority, and the legal framework that actually governs police conduct at a crime scene. I have read the document, the statute it cites, and the operational framework that governs police conduct in England and Wales. Here is what they say.
