Roman Abramovich is planning to defy the UK government by using a new charitable foundation in an attempt to break the current impasse regarding the frozen £2.35billion from the sale of Chelsea.
The new foundation, which needs to be registered with the Charity Commission and will be overseen by Mike Penrose, a former UNICEF executive, is due to outline Abramovich’s intention for the money to be spent on global causes as opposed to being limited to Ukraine.
This is in contrast to the UK government’s stance regarding how the proceeds from the sale are spent, as it has long maintained that the £2.35bn ($3.12bn at current rates) will remain frozen unless the Russian billionaire signs off on it only being spent in Ukraine.

The Ligue de Football Professionnel has said they have received a request from Paris Saint-Germain to postpone their top-of-the-table clash against RC Lens.
The reigning European champions have been drawn against Premier League holders Liverpool in the quarter-final of the Champions League. PSG’s home fixture, at the Parc des Princes, is on Wednesday, April 8, while the return leg at Anfield is on Tuesday, April 14.
In between the ties, PSG are also scheduled to face Lens on Saturday April 11 — but the governing organisation of France’s top leagues confirmed to The Athletic that they have asked for it to be rearranged.
Lens, who are chasing a first league title since 1998, are strongly against the “worrying sentiment” of having the fixture moved to a later date.
The side responded to PSG’s request on Tuesday, calling the “French league gradually being relegated to the status of an adjustment variable” a “peculiar concept of sporting fairness”.

And legally, you need the landlord’s consent.
If you do it without permission:
1. You may breach your tenancy agreement.
2. The landlord can issue notice.
3. In serious cases, you risk eviction.
Now let me shock you.
If that solar panel is permanently fixed to the building, it may legally become part of the landlord’s property.
Yes. You will install it. You will energise it. You may even leave it behind.
Before you shout “It is my money!”
Did you get written permission from the landlord?
My advice:
1. Always get landlord’s consent in writing.
2. Agree who owns it when you leave.
3. Agree whether you can remove it.
4. Avoid damaging the structure.
Electricity problem is not a licence to reconstruct another person’s property.
You rented the apartment. You did not rent the roof.
