@Patbacknitro because Azula was demonstrated very plainly to be the result of psychological trauma. Ozai is only ever shown to to be a spoiled megalomaniac. even Sozin is more relatable

People will fully accept that Ozai is an irredeemable monster, yet they'll jump through countless hoops to try and argue that Azula could've changed. Or to justify her crimes. Or to blame everyone else for how she turned out.
