No, the U.S. is not blockading Cuba. There is no military or naval blockade preventing ships from reaching Cuban ports. What exists is a long-standing U.S. economic embargo (sanctions) against the Cuban government, first imposed in the early 1960s and strengthened over decades. An embargo is one country’s refusal to trade. A true blockade implies military force to stop others from trading, which isn’t happening here.
