Modi Govt has assessed that the 2027 Census of India will not conclude in time, to be able to complete the delimitation and introduce Women reservation in 2029 LS election. The Govt therefore is pushing for 2011 Census to be used for delimitation and to increase the number of LS seats by 50%, to allow for Women reservation. The increase in the LS seats for each states will be proportionate and hence no state, particularly in South will lose their relative share of LS seats. To do this requires laws to be amended/passed with 2/3rd majority and hence the Govt will need broad consensus. Govt is targeting the pass the law in the current session of Parliament and is open to extending the session, if consensus building takes time. Govt is intent to setup the delimitation Commission, chaired by a retired SC judge as soon as June this year.
