Homelessness is a multifaceted problem. If you don't like it, you address all aspects of why someone is on the street. You don't just scoop up a u.s. citizen and throw them in a prefab. They will 100% walk out. They need mental health services, crisis drug rehab, other medical services, occupational services. "money, resources, facility" =/ compassion. =/ results. If this individual is put in charge of a homeless/hopeless program, you just as soon buy stock in $GEO. He's not interesting in rehabilitation.
