The M4 has a 14.5" barrel which robs the M855 of about 230fps. An AR15 with a 20" barrel or even a 16" barrel produces a higher velocity than the M4. This of course doesn't take into account SBR's or pistols with braces. However, I don't think this is what they're talking about. That's what popped in my head when I watched the testimony of the guy claiming the AR15 was more powerful. But you're right, it's not about barrel length because there isn't a standard barrel length. It's about the cartridge, and since they they both fire the same cartridge their argument is silly at best.

@nasuo0083 A .22 caliber rifle is the best place to start. You can learn the basics of safety and marksmanship without much noise or recoil and the ammunition is cheap. It’s easy to move on from there.
