No you can not. Maintaining a vacuum state in a tunnel used for public transportation would require more security and liability infrastructure than you can possibly imagine. Not only would travelers be forcibly locked inside their vehicles, each vehicle would have to be equipped with its own oxygen supply that is in a constant state of readiness for automated use.

The @BoringCompany could build a Hyperloop tunnel from downtown SF to downtown LA for <5% of this cost and it would be a technological marvel exceeding any high speed rail on Earth
