This story isn’t even in our local media, which is already telling. But it’s frustrating and honestly says a lot about us as a country. Yes, Karamoja is prone to drought and has bad weather compared to the rest of Uganda we all know that. But that’s exactly why this should’ve been planned for. This isn’t the first time , over 2,200 people died there in 2022 from the same thing. We have nice weather and fertile land across most of the country. Food is available elsewhere. So why are people starving to death in one region when we could have stockpiled, distributed aid earlier, or invested in irrigation and drought resistant crops? Dry seasons aren’t a surprise , the government is supposed to anticipate these things. It just doesn’t make sense that in a country blessed with good weather overall, any part of us should have people dying from hunger in 2026. This points straight to poor planning and inefficiency. If a foreigner has a work permit, they can do anything here. Also, if they are refugees, (which I think these men are) according to our laws, they have the rights to do anything like study, get jobs, start businesses including door to door delivery(hawking). The only thing Uganda’s refugee ID can’t do is vote. That is why we are hailed as having the most progressive refugee laws in the world. Also, Lets not import hate for foreigners here, lets leave that to South Africans. If foreigners are honestly hustling and not robbing anyone, mubaleke bakole. Uganda etumala fenna newasigalawo ne balance. Most people also often ask why Uganda has so many refugees. It is because we are an island of security in a very volatile east and horn of Africa region. Two of our neighbours to the north are at war,(Sudan and S-Sudan) Our neighbour to the west is in a forever war.(Congo), there is a brutal dictatorship to the north east(Eritrea) and we are embroiled in another forever war in Somalia. It is only normal that peace seeking East Africans come here with their families to settle and have a chance at a future.

@Bbossa Thank you sir for the response. The issue however is that with this way of regulation, its like saying since our license only caters for factories and wholesalers, we are going to first close all retailers who can't pay the same amounts as the current ones. Thats incoherent

That's a fair question. The difference is that the law already exists and remains in force. What is being discussed is whether the current licensing framework should evolve to better accommodate this emerging business model. The Commission is open to that conversation, but it also has a legal duty to enforce the existing law while those discussions continue. Our goal is to balance compliance today with better regulatory solutions for tomorrow. #Tulinamwe

We understand why many young entrepreneurs feel frustrated, especially when they have invested their savings to meet a real demand for affordable internet. Those concerns deserve to be heard. The Commission's responsibility is not to protect any individual company, but to protect consumers and ensure everyone providing public communications services operates under the same legal and accountability framework. While the internet capacity you purchase comes from a licensed ISP, commercially reselling internet to the public is a separate regulated activity with additional obligations relating to consumer protection, service quality, cybersecurity, and accountability. You're also right to raise the question of licensing. The current telecommunications service provider licences were designed for much larger operators and may not be suitable for small-scale capacity resellers. That is a genuine policy gap and one that the Commission believes should be discussed openly with affected stakeholders. Regarding privacy concerns, the Commission takes allegations of unlawful use of personal data seriously. Any evidence of breaches should be formally reported so that they can be independently investigated and appropriate action taken. Our commitment remains unchanged: to protect consumers, encourage innovation, expand affordable connectivity, and work with all stakeholders to develop practical, lawful solutions that support entrepreneurship while strengthening Uganda's digital future. #Tulinamwe

Thank you for being kind enough to engage with me on this matter. Here are my 2 cents on the issue, a youth buys data from a regulated ISP say airtel or @mtnug , buys equipment from registered/ taxable businesses, whereas data is purchased in bulk, it's already regulated by the corporate ISP. Payments to this innovative youth are made via mobile money services regulated and charged by the same telcos. Is the real concern about data protection or protecting the greedy interests of the telcos? I asked, we received unsolicited messages from or via the same telcos in January (attached), how did the sender get access to our mobile numbers which are meant to be private? How safe is our NIRA data with the same foreign telcos? But now the youth sharing data bought from the same telcos is being cracked down! We also have big manufacturers here in Uganda who sell in bulk at factory outlets for businesses to sell retail to individuals like me and you, now the same manufacturers are now hawking the same products to the final consumers themselves and no one sees an issue here. What I'm trying to say, there has never been protection of consumers in Uganda but rather PROTECTING INTERESTS OF THE GREEDY CORPORATE COMPANIES and in this case the mafia telcos like airtel and mtn. Get real, how much will it cost a youth to get a license to share a data bundle bought from the corporate ISP? With an initial investment ot less than $2000, will you ask the youth to pay a license worth $100k? I'll ask again, whom are you protecting exactly ? The ugandan consumer or the greedy telcos

I don’t get why people get a sudden anger towards church girls or anyone that tries to live a life outside what others feel is fun. I can understand if they’re the judgy type who act like they’re God and everyone else is doing so wrong but if they’re just doing their church and minding their business lwaki mubalinako obukyayi even if they wrong they’re human: going to church doesn’t make mean they’ll be perfect 😂

The day the whole country unanimously refused to amend the constitution in 2005 and it still happened, then again during tojikwatako. I don’t get why we still feel shocked that there’s no rule of law. I wonder what will shock us into anger that will unite us as a nation
