It was very disappointing to see you people undermine PHS program being 3 yrs. You could have humbly consulted or advised. In return we would have helped clarify its competence by referring you to UK and other far developed countries where its equally yrs and fit for this role.
Bill Adrati, M.P.S.@BillAdrati

@OnanTumuhimbise @lanobecker It is your lot or members claiming to be all-knowing and teaching the rest. If you can't notice your own arrogant utterances, then, this subtle blackmail will not work. Sometimes, the facts bringing out the inadequacies should not be misinterpreted for arrogance.

A QP can come from multiple scientific disciplines, not just pharmacy. What about labs, quality control, formulation units? Uganda does not have enough pharmacists to cover all operations continuously This makes the law hard to implement in reality It weakens Uganda’s ML3 goal

Yet these are the people actually doing the day-to-day manufacturing, formulation, and quality control, It contradicts international standards According to World Health Organization GMP guidelines, manufacturing oversight should be done by a Qualified Person (QP)

3. Attracts global funding (e.g., Global Fund, UNICEF, GAVI) 4. Strengthens the pharmaceutical industry Where the Concern Comes In is Clause 31 The issue is not the whole Bill it is specific clauses, especially Clause 31, which states:

WHO Maturity Level 3 (ML3)* This is a globally recognized standard for strong regulatory systems. This is a good and important goal because it: 1. Improves medicine quality and safety 2. Allows Uganda to supply medicines internationally

For those who might not be following, here is something to ponder about: The National Drug and Health Products Authority (NDHPA) Bill, 2025 was passed by Parliament in Uganda with the aim of strengthening regulation of medicines and health products and helping the country achieve

@lanobecker China uses an institution based supervision model Meaning Responsibility shared and structured within organizations Supervision team + regulatory system, not one profession 🤷‍♂️

Which discipline is missing in the Pharmaceutical sciences curriculum, according to the screenshot you posted and referred to?
Bill Adrati, M.P.S.@BillAdrati

@lanobecker @KagutaMuseveni Q.P is introducing an ambiguity in law. The only person who meets the requirements for a Q.P in Uganda is a Pharmacist. The law is specific on that. Are you trying to say that; you intend to change your curricula to incorporate the missing disciplines?

Does China and UK seem unwise to you to consider other pharmaceutical professionals other than Pharmacists? Countries that are far developed and at Maturity Level 3 that our phamacist-only Uganda, is striving for!

@SedrackAtuhaire @BillAdrati @lanobecker @KagutaMuseveni Boss, there is what we call minimum requirements. If he meets them,no issue! The clause is setting basic minimum requirement.

@lanobecker @KagutaMuseveni To avail the much needed human resource in large numbers to participate in day to day operations in the different units of the manufacturing, under the supervision of pharmacists.

The Pharmaceutical Sciences program was established to drive Uganda toward self-reliance in drug development and manufacturing, while reducing the imbalance between medicine imports and exports. The cadres so far are doing excellently in that field. Thanks to H.E @KagutaMuseveni
Bill Adrati, M.P.S.@BillAdrati

@lanobecker How was the program formed? What was the major driving factor behind the program? Acknowledge, there was a misdirection right from the start and over the years, there have been efforts to streamline and fix those gaps. When we raise standard concerns, it's not out of the blue.

We did every thing but the surrounding politics was too much. More than 4 groups queried this clause31 but the story of what transpired behind curtains is very embarrassing and demeaning to our nation. It's Only H.E @KagutaMuseveni

First compare our 3 year curriculum in Ug to the 3 year curriculum of Pharm sciences in UK, then, submit again without emotions but with an informed mind!
Masha, B.Pharm, MPS 🥼@AmChemonges

@lanobecker You didn’t study pharmacy law. You are not registered by the Pharmacy Board. Your training does not include the full suite of courses required for that accountability for the finished medicinal product, and the direct duty of care to the patient. Guys work within your limits 😂

@lanobecker And; Likewise, in Uganda, the graduates of Pharmaceutical Sciences are found to be lacking and not meeting the set requirements. You're assumption that the Pharmaceutical Sciences training in Uganda meet the regional and global standards is where you are lost. THEY DON'T!

The fact remains they have not aligned with the guidelines. In their wisdom they ringfenced in favor of pharamacists. Therefore, they are member states who didn't align with global guidelines in that context. Where is the lie?
Lango man 💀😎@SolomonAdupa2

You clearly do not know the difference between a law, policy and guideline🙂‍↔️🙂‍↔️ That is a guideline, if Uganda as a Member state choose to be more stringent by making all their QPs pharmacists in their law…they haven’t deviated!

I now agree with you. Let the Bill be ammended to have clause 31 like it is that screenshot and see if any one complains. @KagutaMuseveni
Bill Adrati, M.P.S.@BillAdrati

@OnanTumuhimbise @lanobecker @nmsuganda @PharmacistsUg It is only a pharmacist in Uganda among those cadres who have a combination of the different disciplines required for supervision of the manufacture of drugs. The rest have only the specific ones - and contribute to the specific tasks. THE LAW IS SPECIFIC - PHARMACISTS, AS Q.P!

Selfishness and ring-fencing goals aside, this is what's best for Uganda, just as it is in UK, China, Rwanda and many other counties, at Maturity level 3, and as recommended by @WHO & EAC guidelines. May H.E @KagutaMuseveni intervene @StateHouseUg
