1. @AbiazRwamwiri, asserting a “Pharmacist-only” rule for the Qualified Person contradicts @WHO TRS 961 & EU Directive 2001/83/EC. Global standards recognize Biology, Chemistry, & Medicine as core disciplines for batch certification. QC is multidisciplinary, not a monopoly.

I don’t earn anything from lies; that list you shared has an overall supervisor who is a Pharmacist! HE @KagutaMuseveni has severally met experts from both @WHO and African Medicines Agency, he knows these facts! Time for politics ended, Uganda must do the right thing! No one is saying other qualified persons won’t be involved but must be supervised by the right person and for medicines, that person is a pharmacist!

Why are Ugandans' lives taken for granted? Why is the Bill silent about experience? "Qualified Personnel" is the global standard terminology to use because it encompasses both qualifications & minimum industrial experience required for one to supervise drug manufacture.

Where sodium goes, water follows; wherever there's a drug, a Pharmacist must be the custodian. Where there's a disease, a doctor is the custodian

1. The NDHPA Bill 2025 is indeed about Public Interest. However, "Public Interest" is best served by competence, not exclusivity. By restricting drug manufacturing supervision to a single profession, we risk bottlenecking the very innovation Uganda needs to thrive. #NDHPABill

This National Drug and Public Health Authority Bill has been discussed widely; from holding stakeholder consultations at NDA, Attorney General’s Office and First Parliamentary Council and intensively by the Parliamentary Committee on Health (by the way that committee of parliament is chaired by a medical doctor and has competent medical professionals). Several stakeholders gave their views but also the global best practices as guided by WHO were put in consideration! Your good position was looked into and what would work was considered and what was not appropriate was left out! No one is reinventing the wheel here but streamlining the sector that is so critical to our survival as a society! There comes a time when right has to be done, this bill isn’t about Pharmacists or anyone but the Public Interest. The sector will need everyone but it must be guided and led by the right people! This is a global practice, we love to refer to progressing countries but we shy away from paying the price to get there! We are going to breakdown this document page by page as soon as the president signs it into law!

This is what we mean when we say the Bill renders our scientists to brain drainage: losing them for other countries that treasure them. Threatens innovation goals, Ugandans missing out on their innovations that could birth industries hence employment. @KagutaMuseveni
