The president cannot appropriate money by executive order because that power belongs exclusively to Congress under Article I of the Constitution, which is something every Republican claimed to care deeply about for the last 20 years. If he could pay TSA agents with an executive order this whole time then every single day he chose not to was a day he let them suffer for political leverage. And the reason TSA agents are not getting paid is that his own party blocked five standalone bills that would have funded them immediately, so he is now theatrically rescuing hostages that his side took. This is like setting a building on fire and then holding a press conference about how you are the only one brave enough to call the fire department.
