Electoral Commission Asks Court to Keep Walukagga Off 2026 Ballot The Electoral Commission (EC) is standing by its decision to block Mathias Walukagga from running for the Busiro East parliamentary seat, saying he doesn’t meet the minimum academic requirements. Ugandan law requires parliamentary candidates to possess at least an Advanced Level certificate or its equivalent. Walukagga says he was validly nominated on October 23, 2025, using a mature age entry certificate issued by the Islamic University in Uganda in June 2023. He maintains that although such certificates are normally valid for two years, his was used within that period to enroll for further studies, which he argues preserves its validity.
