This is indeed what change is. BC is dropping 2nd road test for new drivers, as ICBC faces massive backlog on testing. Instead, after 2 yrs with an N, you just get full license (w/ a restriction you can't get caught with drugs, alcohol or electronic devices for 1 yr or lose it)
