Microsoft sold 70% of Fortune 500 companies on Copilot.
77% of enterprise AI projects aren’t meeting ROI.
I don’t think that’s a coincidence.
Copilot is what happens when you start with a capability and work backward to a use case. It’s AI as a productivity add-on layered over existing processes that were never designed for AI. It’s the enterprise version of buying a gym membership and expecting transformation.
On the CTO Advisor Road Trip — 1,300 miles from Tennessee with 1300 more to go to San Jose for GTC — We stopped in the Town of Vail and had a conversation that reframed everything.
The town manager had no IT background. No AI governance committee. No structured deployment process. No fully modernized data architecture.
Successful AI project.
Here’s what they did differently:
They didn’t ask “what can AI do for us?”
They asked “what is taking our people’s time that shouldn’t require human attention?”
Decades of handwritten records. Legacy document formats nobody under 40 can read. Siloed data across departments that could benefit each other but couldn’t talk. Cameras already installed for traffic that could also detect fire. Buses that could be rolling data collectors.
They started with the mess. The technology followed.
Their technology partner — @HPE Unleash AI team — didn’t show up with a pitch deck.
They showed up with questions. What are your problems? What does your data look like? Where are your people stuck?
That sequence — problem first, technology second — is what separates the 22.8% of AI projects that actually succeed from the 77% that don’t.
Copilot inverts that sequence by design. It is the capability. You figure out the use case. That’s not a strategy. That’s an experiment dressed up in an enterprise license.
The town didn’t free up headcount to cut it. They freed up headcount to do more of the human work that actually serves their community. Their staff went from resisting AI to asking for more of it — because they were part of the discovery process, not the recipients of a finished system.
That’s the AI adoption pattern most enterprises are missing. And no amount of Copilot seats fixes it.
