A 29-year-old man was arrested yesterday at Quinn's Pond in Boise for kidnapping a 15-year-old girl and sexually assaulting her. Jose Lozano Flores allegedly abducted her Wednesday evening while she was paddle boarding and held her against her will over the course of a night.
