District administrations acting on behalf of Election Commision of India must refrain from causing unnecessary disruptions to the day-to-day lives of general public. The unconstitutional Order No. DCPKD/3269/2026-E5, dated 15 March 2026 issued by the Palakkad District Collector Madhavikutty M.S., IAS, must be amended. After the elections to Kerala State Assembly was announced, the District Collector issued an order taking over all PWD rest house rooms in Palakkad district. The order states that, as per Election Commission guidelines, these facilities have been taken over to prevent political parties and candidates from using government rest houses, guest houses, and bungalows for election campaigning. As a result, PWD rest house rooms that had been booked in advance by private individuals for various purposes, after paying the full amount, are now being taken over by the Collector, while the amounts paid are not being refunded. There is currently no situation that justifies issuing such blanket orders by disrupting the lives of ordinary people. It is unreasonable and unconstitutional. The state government has made available a certain number of PWD rest house rooms across the state for public use at low cost with good facilities, along with online reservation and payment systems, which is a beneficial initiative for ordinary citizens. The Election Commission and district administrations cannot be allowed to obstruct such public services without valid reasons. It appears that, instead of implementing the necessary and meaningful election controls, officials are attempting to create an impression of action by disrupting the daily lives of people. #freedomofexpression
