There is a law that compels @ZECzim to release V11s. It is the constitution of Zimbabwe s62(1) which says I quote, "every Zimbabwean citizen or permanent resident, including juristic persons and the Zimbabwean media, has the right of access to any information held by the State or by any institution or agency of government at every level, in so far as the information is required in the interests of public accountability" The constitution of Zimbabwe is very clear that information held by the state can be accessed for public interest, it is a no brainer that the electoral residue is of public interest.
