NEW: Tourist who threw a rock at a seal in Hawaii because he was "rich" enough to pay any fines has been arrested by federal agents.
Igor Mykhaylovych Lytvynchuk, 38, was arrested for throwing a massive rock at Lani the seal.
Lytvynchuk was beaten by locals after throwing the rock and has now been taken into custody.
Lani is just one of 1,600 monk seals left.
According to the complaint, when a witness confronted Lytvynchuk, he said: "He did not care and was 'rich' enough to pay any fine."
"Lani is a reminder that humanity and the instinct to protect what is vulnerable are still values people can unite around," said Maui Mayor Richard Bissen.
Lytvynchuk is facing a fine of up to $50,000 under the Endangered Species Act as well as another fine of up to $20,000 under the Marine Mammal Protection Act.
Despite being "rich," money may not buy Lytvynchuk out of all his problems, as he faces up to a year in prison.

Every 5 minutes or so the hold music gets interrupted and I get excited thinking I’m finally gonna request that piece of paper I need. Instead it’s the message telling me the average wait time is 30 minutes. It’s been 1:41 minutes and counting. Thanks IRS!

I exchanged words with him, encouraging him to leave both the parking lot and the beautiful state of New Hampshire entirely. For this, I was arrested. Neither of us came within physical reach of one another, and I expect the matter to be dropped by the city of Manchester. Additionally, I am exploring legal action against the city. This incident is yet another example of how our government treats mentally-ill and dangerous African men as saints, and how the police prevent decent men from maintaining order in American cities and towns. The footage of my arrest is below. As someone who loves New Hampshire and attempts to make our state look good, it embarrasses me that our police our this incompetent.

I look forward to hearing back from the chief with additional detail, because this video strongly suggests that all of these cops need to be fired and some serious apologies issued by the city to @jeremykauffman, his family, and the people of the state.
